Why does multiple co-authors mean that the input-per-author is counted as fractional? Why not instead assume that 1 document with N authors is worth N papers?

I do not believe that the NPV (LH) condition discussed is "inapplicable for active materials", as claimed here. As far as I can tell: (1) the counter example is inapplicable, and (2) the condition is not restricted to the passive-only case.

First, the counter example used here (from Chen et al, PRL 95, 067402 (2005)) is for a right handed medium -- but the criteria under discussion, and its usage in (eg) Microwave Opt. Tech. Lett. 50, 1804 (2008) (or arXiv:0806.1676) was for a (Veselago-sense) left handed medium.

Second, the claim is that the Depine & Lahktakia criterion (Microwave Opt. Tech. Lett. 41, 315 (2004)) shown in eq(1) is valid only for passive media -- however, the derivation neither specifies passive-only materials, nor applies any approximation that restricts the result to passive media.

V2 has not addressed these points.
